A new Lower Hutt development is limiting the number of cats people can own.
After pressure from Forest and Bird, consultants on a 14 hectare subdivision in Kelson have agreed to a covenant limiting households to one de-sexed and micro-chipped cat.

"One of the powers they have specifically under section 31 of the Resource Management Act, is to be able to control the effects of the development land, particularity relating to maintaining biological diversity."
