The Health Minister wants to spark public debate around organ donation.
Jonathan Coleman said New Zealand has one of the lowest organ donation rates, with only 11 people donating per 100,000.
In comparison, Spain has 36 donors per 100,000.
Coleman told Mike Hosking it's a tricky situation when families haven't properly discussed the matter.
"People go look I don't care what's on the drivers license your not having my child's heart. So it's made it really tough in what is already on of the toughest jobs in New Zealand intensive care."
