Angela Merkel is making a last-ditch effort to resolve the row, threatening to tear her coalition government apart.
The German Chancellor is in talks with coalition parties over their stalemate on migration.
Christian Social Union leader Horst Seehofer is threatening to pull out of the coalition with Merkel's Christian Democrat Union.
But Europe correspondent Catherine Field told Mike Hosking Merkel hopes to get Social Union members on her side.
"That would really push Seehofer onside, it would keep the coalition intact and could avoid Merkel carrying on with a weak minority government."
