The Government inquiry into foreign trust disclosure rules is facing criticism by an anti-corruption organisation.
In light of the Panama Papers leak, tax expert John Shewan has been put in charge of the independent review, with the government wanting answers by June.
Transparency International New Zealand chair Suzanne Snivley told Mike Hosking this doesn't go far enough.
"We're saying within the timelines, we can widen the scope to be what it should be, otherwise there's a big opportunity being missed," she said.
"The goal of this is not about wanting to see change for the sake of it, but this is hugely important to every single New Zealanders."
Ms Snivley said there's already been a lot of work done by public officials and we might as well work from that.
