National's languages in schools policy is being seen as a case of policy on the hoof.

If re-elected, National says every primary school pupil will get the chance to learn a second language.

Head of AUT's School of Language and Culture Sharon Harvey told Rachel Smalley while it's a great concept, there are a few things which need to be further clarified.

"Question of choice that Bill English seems to be talking about and I would question why children would have that choice when they don't have a choice about maths."

She said there should also be proficiency expectations so children are learning, not just playing.
