That's left two options on the table - a clustered base at Wynyard Basin or a dispersed base at Wynyard Point.
Phil Goff told Andrew Dickens it's $40 million cheaper and that's important when you're spending ratepayers' money.
"It was about finding a balance. We had to find something that met the needs of Team New Zealand in terms of land space, water space, sheltered water, deep water."
