Gavin Grey: European countries have carried out 8% of promised refugee relocations

Only two member states of the European Union - Malta and Finland - have met their refugee resettlement obligations.

A 160,000 refugees were meant to be moved to safety from camps in Italy in Greece, but just eight percent of them have been.

UK correspondent Gavin Grey said Hungary, Austria and Poland have refused to take part, while others are doing so - but in a small way.

He told Rachel Smalley the UK is taking refugees straight from camps but France and Germany haven't taken the refugees they were supposed to take.

"There are lots of countries that aren't stepping up to the plate, and the commissioner has warned that he could enact huge daily fines on those that haven't met their pledges."
