The nursing union hopes the Government will get the message from its strike.
Nurses, midwives and healthcare assistants from the Nurses Organisation are returning to work, 24 hours after they worked of the job.
DHB's say hospitals have done their best during a difficult situation.
The Nurses Organisation industrial services manager Cee Payne says its members took the action as a last resort.
"They are exhausted and fatigued, sometimes our nurses are working 17 hour shifts, it is just not good enough."
