The expectation of a Budget that will involve a fine juggling act between sectors.

Right-wing commentator Ben Thomas says large sectors including health, education, and police are expecting more.

There have also been billions of dollars promised for housing and infrastructure initiatives.

Thomas told Kate Hawkesby the Government indicated it's overstretched from patching up the last nine years, a signal it might not get to everything this time around.

"It is going to be very hard for the Government to deliver to all of those stakeholders this year."
