Eyebrows are being raised as Jacinda Ardern sharpens her attack on Australia's treatment of Manus Island refugees.
The Prime Minister says the situation is unacceptable, after Australian border officials abandoned hundreds of asylum seekers on the Papua New Guinea island.

Ardern wants another meeting with counterpart Mathew Turnbull, this time while the pair are in Manila for the East Asia Summit.
Herald political editor Audrey Young said she's riding a fine line.
"It comes very close to openly criticising Australia, and maybe they deserve it, but there's an unwritten rule really that you don't criticism each other.
Ardern will again push New Zealand's offer to accept 150 of the refugees when she meets with her Australian counterpart at the East Asia Summit.
