A management expert thinks Shane Jones is fantasising, if he wants the Government to have more power over the public sector.
The Regional Development Minister says ministers should be able to appoint top officials in efforts to fight against bureaucracy.
Massey University senior lecturer in management Dr Andy Asquith told Kate Hawkesby you can achieve coordination by making sure people are working together.
He says Jones' comments have given him headlines - and that's about it.
"I don't think it will happen, I don't think it is a good idea, I think it will pass by."
