Summer is looming as a disaster for industries like hospitality, which rely on migrant workers.
Two weeks ago the government made it harder for people to get a skilled migrant visa, raising the points required from 140 to 160.
The hospitality sector is being hit hard, as it faces a chef shortage.
Hospitality New Zealand's Rachael Shadbolt told Rachel Smalley the changes only put more strain on regions that are already struggling to attract talent.
"Queenstown always has a heck of a struggle, there's other issues at play there as well, particularly around affordable housing, but Queenstown is always screaming out for chefs."
Shadbolt said New Zealand can't afford to be turning away good people.
"There's a global shortage of chefs so if it becomes a case of New Zealand not being an attractive option for potentially settling here, chefs may look elsewhere."
