Wellington is the least popular destination for migrants to New Zealand, but the people who are already there,don't want to leave.
Figures show arrivals into the capital are up just one percent in the last year, compared to an increase of 17 percent nationally.
However, departures are down 17 percent, while the national average is down 23 percent.
Massey University's College of Humanities Doctor Paul Spoonley says cities miss out on a lot when they don't get migrants.
He says they create jobs and demand, but bring a special export-focused link.
