Sports barrister Tim Castle and former NRL Bulldogs chief executive Raelene Castle have been appointed to review the Kiwis' failed Rugby League World Cup campaign.

Tim Castle, as chairman, and his namesake, who are not related, form the independent panel that will look at the performance of the players and team management.

They will provide recommendations to the New Zealand Rugby League to help plan future campaigns and develop the NZRL's high-performance strategy.

The Kiwis' 2017 tournament ended in a shock 4-2 defeat to Fiji in the quarter- finals.

A week earlier, the David Kidwell-coached side had been upset by Tonga 28-22 in their final pool match.

NZRL chairman Reon Edwards says the panel's findings will be released in February or March, along with a four-year strategic plan.

"We were all disappointed with the Kiwis' performance and need to understand what went wrong," he said on Thursday night.

"A thorough independent review is essential if we're to get it right for the next World Cup."

Edwards said consideration of the current rule whereby the Kiwis coach had to be a New Zealander was one of the issues the panel would look at.

Other included resources for the campaign, leadership, game plans and player culture and welfare.
