The Finance Minister says tax cuts are still on the cards during this Government's term.
That's despite the self-touted surplus seemingly more and more unlikely with the tax take falling.
Bill English says he remains hopeful.
"It's taking a year longer to get there, still for the last 12 months we've allowed out in 2017 enough spare room for some moderate tax cuts."
