The Labour Party looks unlikely to support the TPP deal in parliament, because one of its bottom line requirements hasn't been met.

Party leader Andrew Little says on the basis of what he knows so far, there's nothing to restrict the sale of land to foreigners.

He's previously said Labour can't go along with TPP, without that.

But Trade Minister Tim Groser told TVNZ's Q&A programme a future Labour government could make other changes, which would achieve the same thing.

"They will have the opportunity, if that's what they want to do, to put in a large discriminatory tax against foreigners.

Little is also skeptical about the TPP benefits to the dairy sector, despite tariff cuts of 100 million dollars by 2030.

But Groser sees it very differently.

He said dairy will see the greatest gains from TPP.

Mr Groser told Q&A that while America played a defensive strategy, New Zealand has come away with a good deal.

Tim Groser said while there's no wiggle room on the package now...future extensions of it are likely to include new countries such as South Korea.
