Phil Goff's mayoral rivals are accusing him of coming up with policies too late, which maintain the status quo.

The Auckland mayoral candidate has released a housing policy, supporting heritage protection, intensification, design principles and time limits on approvals and consents.

Mark Thomas said decisions on most of those issues have already been made through the Unitary Plan and time limits already exist.

Vic Crone said Mr Goff's housing policy should have focused more on simplifying the consenting process and should have been released earlier.

"Two and a half weeks out from voting papers, finally here's my housing policy and there's nothing new in it. And then his transport policy, I believe, is coming in another week or so," she said.

Mr Thomas said building and resource consents already have time limits and land-bankers don't usually apply for consents.

Ms Crone said the policy echoes her own policies, to charge additional targeted rates on unused land and impose sunset clause on land rezoned for development.

"His fiscal policy, he had other people write that for him. His tree policy was already launched by Rob Thomas, candidate for council."

Mr Goff is also promising to support existing council housing policies and push for more Government action on housing.
