A new report on the state of government record-keeping has found shortcomings in protecting such information in the event of a disaster or an emergency.
Internal Affairs Minister Peter Dunne says it's a very legitimate criticism and more attention needs to be paid to the issue.
He says as the Christchurch earthquakes demonstrated, it's access to those records that becomes important for delivering services to people.
