Updated 5.28pm: The Government's Whanau Ora policy is facing serious criticism from the Office of the Auditor General.

It's conducted a review of the scheme and has delivered several serious criticisms.

Among them: that nearly a third of the $137 million of Whanau Ora funding ended up being spent on administration.

The Auditor General says more should have been spent on the people Whanau Ora was set up to help.

The report also says it's not easy to describe what Whanau Ora is for or what it has achieved.

Whanau Ora Minister Te Ururoa Flavell says it's a predictable problem of setting up a totally new system, and it has the potential to make a difference in many lives.

"About 5000 whanau, 10,000+ family members were positively impacted on by the Whanau Ora approach. Therefore I think it does tell us there is an appreciation of Whanau Ora as something that is innovative."

Te Ururoa Flavell says he's comfortable with the spending.

"We're talking about a new kaupapa that started from the very beginnings, and therefore it's appropriate that resource was given to setting it up, and the research and evaluation that went with it."
