New animal welfare rules are being described as a reflection of changing attitudes towards animals.
The law change includes tighter rules for farming and wider power for animal welfare inspectors, and requires animal testing of cosmetics to be done overseas.
Vetinary Association president Dr Steve Merchant says it welcomes the changes.
"It makes it easier for us to benchmark compliance and ensure animal welfare standards."
Dr Merchant says the human-animal bond has changed.
"Society has recognised that animals have physical and environmental and behavioural needs that need to be satisfied."
