Seven horses have been euthanised after races so far this year.
Thoroughbred Racing's Matthew Hall said while it is true they've had a bad run of injuries and deaths this season, it's a statistical anomaly.
He said they'll be investigating each incident to see what changes could be made, and lessons learnt.
"We'll be looking at the design of fences, the qualification process of horses to be allowed to start in these races."
"We'll be looking at a whole range of things - the ability of riders to pull horses out of races when they're tiring."
Mr Hall said while they won't be scrapping jumps races such as steeplechases, they are looking at ways to make it safer.
"We take each of these incidents very seriously. Statistically this year hasn't been a good one. But it is an anomaly if you look at the last three or four."
"So we will be looking in detail at each incident to establish what if any action we can take."
