Report finds serious concerns with CYF's performance

The Children's Commissioner Russell Wills has released his first annual State of Care report, after monitoring CYF for 18 months.

The report details children who have lived in up to 60 different placements, constantly changing case workers, lack of support, abuse and neglect while in care, and only 20 percent achieving level 2 NCEA.

While the Children's Commissioner Dr Russel Wills, who conducted the report, said he admires many of the staff enormously, he admits CYF's performance is concerning.

The report outlines in general, the longer a child spends in State care, the more likely they are to experience harmful consequences.

Dr Wills said CYF is very focused on assessing children when they enter the system, but it's lost sight of what they need while in care, and what they need to thrive when they leave.

The report shows some staff simply don't have the skills to do their job well, and some young people told researchers sexual, physical and verbal abuse was taking place in foster homes.
