Auckland faces two more summers without a legal solution to the city's freedom camping problems.
Councillors have voted to draft a new bylaw, which could give staff the power to fine the growing number of campers creating a nuisance.
But the bylaw will be complex to create, will require rigorous consultation and will not be in place until 2019.
Regulatory committee chairwoman Linda Cooper said it will need to work for communities that want freedom camping - and those that do not.
She said any permitted freedom camping areas also need adequate toilets and rubbish collections.
She said you do not want to rush it, you want to do this right so that we have all the tools we need to manage any harmful effects and to maximise benefit.
