Victoria University expert Ralph Chapman told Larry Williams you can take any group of four and a half million people and say what they do isn't significant.
"If it's a country and it's standing up at the talks saying 'look, we're four and a half million people, we're a country and we're committed to doing something' then we'll have an impact and we'll help to draw others along." Â Â
