The new development authority being proposed by the Christchurch City Council is being touted as the key to a faster rebuild.
A paper will be before the council tomorrow, recommending it approve the establishment of the agency, that would plan and develop public projects.
Strategy and Finance Committee chair Raf Manji says the authority's independence from council would make it a much more affective decision maker, because it won't have to deal with the same bureaucracy.
He believes without such an agency, the rebuild will eventually stall.
