The Corrections Minister says the housing squeeze is part to blame for high prison numbers, and resulting double bunking.
Concern is mounting as another prison prepares to double bunk 44 cells on Corrections' orders - a women's facility, Arohata Upper Prison in Rimutaka.

Kelvin Davis says there is a housing crisis, and it's not helping the situation in our prisons.
"There's a couple of hundred people, who are still in prison, that would ordinarily be paroled but for the fact they don't have suitable address to be paroled to."
