Four men have drowned over the weekend, three of them aged between 18 and 23.
Recreation Association CEO Andrew Leslie says there's plenty of safety publicity targeting children and parents.
"Obviously as people get older and particularly males, other things come into play and that's where it does become very complex."
Andrew Leslie says the issues around young men drowning haven't been fully explored.
He says his organisation, along with others such as Water Safety NZ, are meeting to discuss the issue next month.
