The Dunedin City Council has voted through a number of recommendations aimed at shoring up the financial future of Forsyth Barr Stadium.
The recommendations included $18 million more from ratepayers over the coming decade, transferring debt from the stadium's controlling body to council and dropping the rent.
Only Councillor Lee Vandervis voted against the motion.
Councillor Richard Thompson says debate needs to move past the debt the city was lumped with when the stadium was built.
"The reality is it is costing the community more than they anticipated, but it has enormous value as an asset and that's what we have to maximise."
