UPDATED 6.56am: The Labour Party said complaints of bullying at Auckland City Hospital are a further example of the appalling culture at executive level.

The hospital's critical care department was stripped of its training accreditation last year, with concerns including bullying, harassment and a lack of adequate in-house training.

The claims have brought an end to the Department of Critical Care's training programme, and this week the hospital lost the ability to carry out orthopaedic training.

As a result, New Zealand doctors may have to be sent to Australia for specialist training.

The District Health Board said all the concerns raised have been addressed, and is now trying to get the training programme back.

But Labour's health spokeswoman Annette King claims the problem starts at the top.

"This is obvious from a letter I received, that it is particularly within the hierarchy of the Ministry of Health, which permeates down into a DHB's and down into bully of coalitions and others."

Annette King said it a problem that has been growing for some time and Health Minister Jonathan Coleman needs to take action.

However, Medical Council chairman Andrew Connolly says there are all sorts of reasons a facility can see its accreditation come and go.

"We need to obtain further information to see where it lies, but you can lose accreditation for reasons that have nothing to do with poor conduct."
