Auckland District Health Board is pledging to stamp out discrimination, bullying and sexual harassment.
It has signed an agreement with with the Royal Australasian College of Surgeons aimed at building respect and improving patient safety in surgery.
It is the fourth-such agreement signed in New Zealand.
In 2015 a nationwide survey found bullying of junior doctors was rife and just this month allegations of serious bullying emerged from the Auckland City Hospital Morgue.
Auckland DHB CEO Ailsa Claire said the Board and senior management team are committed to providing a safe and supportive workplace.
She said the DHB has launched a Speak Up programme designed to confront harassment, discrimination and bullying, deal with the issues, and remove them.
