The Bill that enables some of the Government's flagship changes to education has passed its first reading at Parliament.

It will get rid of National Standards as a reporting requirement in the public school system, and removes the Charter Schools legislation.

Education Minister Chris Hipkins says it also supports their fees-free study plan by requiring people to make a declaration to access the free education.

"The Bill proposes a new offence for students who make a false representation about their eligibility fees-free education, including a criminal conviction and a fine of up to $5000."

However, National's education spokesman expects an onslaught of public submissions at select committee on the bill.

Nikki Kaye says the Government might be surprised by the public feeling on these issues.

"The number of parents that are writing to the Prime Minister and the Minister of Education regarding the removal of National Standards is phenomenal."
