The Corrections Minister is leaving it for the Ministry of Social Development to explain how convicted murderer Phillip Smith fraudulently obtained a student loan while in jail.
It's been revealed Smith obtained over $26,000 to which he was not entitled.
Corrections Minister Sam Lotu Iiga says he isn't happy about it but it's a matter for the wider government inquiry.
"I know the New Zealand public aren't happy about it and we've got to get some answers from the Ministry of Social Development around how he got it."
