An internet expert says Kiwis could have been targeted by an international criminal organisation.
Internal Affairs claims someone overseas used several identities, and stolen credit card details, to order copies of eight New Zealanders' birth records.
InternetNZ Deputy Chief Executive Andrew Cushen said there's a good chance the perpetrator won't be found.
"This behaviour around identify theft can actually be the work of some quite large criminal organisations, and they're quite sensible and capable of protecting themselves from investigation."
However, Mr Cushen said he hopes Internal Affairs can track down whoever's responsible for incident, which he describes as 'creepy'.
