Residents, industry clash over Christchurch alcohol policy

Tired residents have their fingers crossed Christchurch's soon to be notified Local Alcohol Policy will move bars and nightclubs away from suburban areas.

The LAP, which includes provisions that would close bars outside the central city at 1am, looks likely to be voted through at a City Council meeting today.

Victoria Neighbourhood Association president Dave Kelly hopes the strict conditions will push bars into the CBD.

"There's a small number of late night bars which are actually causing some problems. I think really it will help the businesses in Victoria St as well as the residents if these late night bars go off into the areas that the LAPs say they should."

Dave Kelly says patrons frequently leave rubbish around the street and can wake residents up as they walk the streets late at night.

However, the strict provisions are being challenged by industry leaders.

Lion Nathan external relations director Sarah Tucker says many of the policy's conditions aren't practical in the real world.

"They're talking about one o'clock closing in the suburbs, and obviously there is the issue of migration into town if all the bar in the suburbs close at one. You're either going to get a lot of migration into town or you'll get a lot more house parties, so they need to consider that very carefully."

Sarah Tucker says notifying the policy will be the start of a long battle for councillors.

"Most local alcohol policies that have been notified have been challenged. They certainly need to think carefully if they don't want the expense of an appeal on their hands."
