The Christchurch City Council's money man thinks the rebuild is at risking of stalling, unless a new development agency gets the green light.

Council finance chair Raf Manji is pushing for the creation of the authority, which would look after the planning and development of public projects.

The projects would then come back to the council for final sign off.

Mr Manji says with out such an agency, the outlook for the rebuild is bleak.

"Certainly from what I've seen, we're just not going to get this job done without this kind of structure," he says.
