Laws governing the dairy sector are up for review, with the Government seeking feedback on what reforms might be needed.
Primary Industries Minister Nathan Guy has released a discussion document on the Dairy Industry Restructuring Act and its regulations.
It's a response to a Commerce Commission report released in March that recommended against industry deregulation.
Options on the table include amending existing sunset provisions so current rules regulating the sector don't expire on their current schedule, changes to raw milk regulations, and changing rules so that Fonterra no longer has to take milk from new dairy conversions.
Chairman of Federated Farmers' dairy industry group Andrew Hoggard hopes the new regulations will specifically target those setting up processing in New Zealand.
He said it would be good if those processors were cutting deals with farmers and boosting the Farmgate milk price.
Mr Hoggard said there's a lot of detail to be looked into.
"We're going to have to work through it all as to whether or not these changes they're proposing will deliver a good framework going forward."
