Auckland mayor Len Brown's joining the opposition to hefty rate hikes in his own ten-year plan.
He's set to vote in favour of a draft budget with a 3.5 average rates rise every year.
But he says he'll still be asking councillors to vote for a 2.5 percent rates rise instead.
"Some will get significant reductions, and some will get significant increases above that," Brown says.
The budget will then need to pass one more vote in June next year.
Councillors will also vote on more spending on Maori initiatives.
