Rotorua is set to be the first to benefit from the white paper's children's team. It's to get a children's team featuring a number of experts in the field of children's well being with the aim of stopping child abuse before it gets to a serious stage. Social Development Minister Paula Bennett chose Rotorua, because she believes the city would benefit a great deal from the team. In the year to April there were 4683 notifications of concern about children in Rotorua and 529 substantiated cases of abuse.
