Brownlee delivering 'state of recovery' speech

Gerry Brownlee has begun delivering his 'state of the recovery' speech in Christchurch.

The Earthquake Recovery Minister is speaking in the city this morning, as the region looks towards the second anniversary of the September 4 quake.

Mr Brownlee says the key task of CERA has been to restore confidence in the city's physical environment.

He says the re-zoning of almost 190,000 homes has been an extraordinary achievement.

Mr Brownlee says the latest predictions from GNS give comfort that the shakes are abating, the probability of a 5.9 shake dropping by four percent.

He says EQC has so far paid out in excess of $3.3 billion for land and building claims.
