The Auckland Council has decided it's too expensive too develop a bylaw to assist its ban on smoking in public places.
Instead the council will rely on education and signs.
Councillor Ann Hartley is confident it'll still work.
She says Mt Smart Stadium is an example of a non-regulated smoking ban which is working - despite many people having their doubts.
Ms Hartley says they've decided against developing a bylaw because it would cost $164,000.
"But I mean, if things are not progressing in two or three years' time, that sort of thing, well the council might make a different decision."
