Auckland Council's being accused of short changing the city's storm water system.
The system needs upgrading, with 375 kilometres of it still made from corrugated iron.
Councillor Cameron Brewer says $9.9 billion is needed over the next 50 years to upgrade the system, yet just $622 million has been budgeted over the next decade.
He says it's alarming to hear staff tell him the network could be at risk of failure this winter.
Mr Brewer's urging Mayor Len Brown to prioritise storm water over the likes of the City Rail Link project.
