Further reforms of the welfare system are progressing through Parliament.
MPs have passed the first reading of a bill that imposes drug testing of beneficiaries, social obligations on parents on welfare, and introduces a new system of main benefits.
Social Development Minister Paula Bennett says the change will put more of a work focus on the welfare system.
"Those on job seekers support will be expected to be available for and looking for full time work."
She adds there'll also be increased sanctions for those who refuse work.
"Simply put if there's a good job and they're suitable, they should take it."
