The Kaikoura District Council says it's aware of concerns about the $23 million price tag of a proposed pool and civic building.
The council's considering the projects as part of its Long Term Plan, which is due to be signed off by the end of the month.
Federated Farmers says they put unfair pressure on farmers, who are in line for rates hikes of between 16 and 26 percent.
Kaikoura District Council Mayor Winston Gray says the whole thing has to add up.
"It's got to get across the council table and council are very aware of the concerns, and always have been, of the financial implications. So it's not a done deal."
Winston Gray says if the council can find a joint venture partner he'll feel positive about the aquatic centre going ahead.
