Shearer defends lack of policy in speech

The Government's seized on David Shearer's failure to announce any new policy in his first major speech of the year.

The Labour leader set out goals for the next year including a promise to make jobs his number one priority.

Deputy Prime Minister Bill English says it was full of slogans with no new ideas.

But Mr Shearer's defending the decision to leave policy out of the speech.

"Because we have announced a huge policy on affordable housing just a few months ago and this speech was really setting out our agenda for the year."
