A leaked draft Human Rights Commission report finds low wages and pay inequities in the residential aged care sector are an indignity.
The report calls for the work of caring for old people to be dignified, and that pay issues are addressed.
It finds a pay gap of about 16 percent between those who work for District Health Boards and those who work in private facilities.
Labour MP Kris Faafoi says the workers are doing the job of angels on the minimum wage, are among the lowest paid in the country, yet carrying out physically and emotionally demanding work.
He's calling on the sector to work together to find a way to ensure staff get a fair deal.
