A warning there could be further hikes in the cost of electricity.
National power company Transpower and other lines network companies are seeking to win legal cases which would lift their return on assets.
Business Correspondent Roger Kerr says it hinges on whether the regulated cost of capital for Transpower increases.
"If Transpower are successful with the legal action, then it is estimated that the average consumer will pay three percent more for electricity and another five percent if the lines companies get their way as well."
