Official papers indicate copyright piracy was on the agenda when former Commerce Minister Simon Power met with a senior movie industry representative over two years ago.
The March 2010 meeting between Mr Power and the Motion Picture Association's Michael Ellis has been under scrutiny following last year's Dotcom raid.
Supporters of Kim Dotcom have suggested movie industry interests had tried to influence enforcement actions.
Papers released under the Official Information Act show our officials expected Mr Ellis to raise concerns about piracy and changes to copyright law that were then being planned.
According to the documents, discussions also covered a review of the Films, Videos, and Publications Classification Act.
