Tougher restricted licence tests have significantly reduced the pass rate. Licensing The new regime has been in place for six months, and encourages learner drivers to have 120 hours of practical experience before going for their licence. The pass rate is 46 percent against 80 percent under the old system. NZTA chief Geoff Dangerfield says a high standard of driving is required to pass the test. He says pass rates were expected to drop sharply when the new test came in but they should gradually increase again, as the message about preparation filters through.
