The Medical Council has uncovered the motives doctors give for leaving New Zealand, and it's hoped the research will help stem the tide.
It says most leave because they want further training and more work experience, although more money, better working conditions and locum opportunities are also factors.
Medical Council chairman Dr John Adams says the information might help District Health Boards make changes, so fewer will decide to go.
He says New Zealand can't make much difference on the significant salary gap, but improvements can be made to working environments.
Australia was the country of first choice for most doctors leaving.
