At least 23 people have been convicted of murders while on bail in the last six years.
Ministry of Justice figures show another 21 people were convicted of 'homicide-related' offences, committed while on bail.
The figures cover the period between 2006 and 2010.
During that period, almost 70,000 offenders committed new crimes after being released on bail.
A parliamentary select committee is to start hearing submissions on proposed changes to bail laws in the next few days.
